The decoder below reads the plate itself. Type a number like UP32AB1234 and it shows the state, the RTO office, the district and what each part means. It does not show the owner, because that information is not in the number.
Method 1: Know Your Vehicle Details on Parivahan
- Open the official Parivahan Sewa portal and go to Informational Services.
- Choose Know Your Vehicle Details. This opens the Vahan citizen login.
- Create an account or log in with your mobile number and the OTP sent to it.
- Enter the vehicle registration number and the captcha, then search.
- The screen shows the vehicle's RC status and insurance details along with other basic data.
For services on your own vehicle, such as tax, address change or RC transfer, use Vehicle Related Services on the same portal and select your state and RTO.
Method 2: mParivahan app
mParivahan is the official app made by the National Informatics Centre. After you sign in with an OTP, you can enter a registration number to see the vehicle's details. You can also keep a virtual RC and driving licence in the app, which carry an encrypted QR code.
What details are shown
The official search usually shows details like these:

What is hidden or masked
Some fields are shown only in part. For example, the chassis number and engine number are masked so that only a few characters can be seen. The public search does not give the owner's address, phone number or ID documents. The exact fields can change as the portal is updated, and some states show slightly different screens.
Why this site does not show owner details
A vehicle owner's name and address are personal data. The transport ministry itself has said that selling Vahan data to businesses can be misused, and it scrapped its bulk data sharing policy for that reason. Private websites and channels that promise the full owner name, address or phone number of any vehicle are risky. The data may be leaked, wrong or used for stalking and fraud.
If you have a real reason to trace an owner, such as a hit and run, a theft or a car blocking your gate, go to the police or the RTO. They can access full records for lawful purposes.
When you should check vehicle details
- Buying a used vehicle: match the RC, model, fuel and registration date with the seller's papers. Ask the seller to show the RC in their own login.
- Your own vehicle: check that insurance, fitness and pollution certificates are valid.
- A plate from another state: decode the code first, then read the state list, such as the Maharashtra RTO code list, Andhra Pradesh RTO code list or Karnataka RTO code list.
Checklist before you buy a used vehicle
- Decode the number to confirm the state and RTO match the address on the RC.
- Check the official RC status, registration date and fuel type on Parivahan or mParivahan.
- Match the visible part of the chassis and engine numbers with the numbers stamped on the vehicle.
- Confirm the insurance and fitness are valid, and ask for the pollution certificate.
- Ask if there is a loan on the vehicle. A hypothecation entry must be cleared by the lender before transfer.
- After paying, apply for RC transfer in your name through Vehicle Related Services, so that challans and liability do not stay with the old owner or come to you by mistake.
Watch out for these traps
- Websites, bots or groups that offer the full name, address and phone number of any owner for a small fee. This data is not meant to be public.
- Fake pages that copy the look of a government portal and ask for payment to "unlock" details. Official checks of RC status do not need such payments.
- Calls or messages asking you to share an OTP sent for a Vahan login. Never share it.
